I think the culprit is this line of code:

                undefinevars() ;
-->  #       &atexit( "eof" ) if( eof( STDIN ) ) ;
        } # end foreach report
} # end while( 1 )

I am not the best of perl hackers (perl book in hand) but I think this would be that it checks STDIN each time through the loop of reports even tho there are another 3 reports in the '@report' array, and of course since it is a pipe it is quick and already read all of the data and is at EOF. Does this make sense? Also could this be my problem with LDM?

You are correct, it reads the bulletin then process the reports but it is
at eof of STDIN prematurely.  Lucky for me, this only happens when the
decoder is about to shut down so the loss of reports is limited to one
bulletin.
