[netCDF #NNZ-516447]: can netcdf fortran libraries write to an existing hdf5 file

Netcdf (including fortran) can read a subset of hdf5 files
that were not created by the netcdf-c library.

As a rule of thumb, you cannot write to an hdf5 file not created by
netcdf library. There may be occasional exceptions, but it would be
hard to characterize them.

So, if you need to do this, then you need to use nccopy to take
the hdf5 file as input and write a legitimate netcdf-4 file as output.
Basically, this command
    nccopy -k 4 file.h5 file.nc
where file.h5 is the input hdf5 file.
You can then modify file.nc as you see fit.
