Yes, the license Unidata has with SSEC (the primary developer of McIDAS)
is for educational institutions worldwide.

Is the Indian Statistical Institute part of a university?  If yes, then
we will give you access to the McIDAS distribution immediately.  If
no, is it affiliated with a university?

If the Indian Statistical Institute is part of a government agency,
you will probably be forced to get McIDAS directly from SSEC.  Let's
determine your exact status before proceeding further.
