Do you have a REDIRECTion for *.IDT files?  If so, is it valid?  If yes,
is the drive to which these kind of files are to be written writable?
The message looks like the surface decoder is trying to write to the
above file and is not allowed.

Not for XCD.  The routing table, ROUTE.SYS, is not used by the XCD
decoders at all.
