[Datastream #THN-824571]: Problem with FNEXRAD radar mosaics

The issue should now be resolved.

NEXRAD3 products have a chance to be "doubly-compressed" and what you saw was a 
result of that double compression not being fully handled.  See this LDM-Users

I've begun filtering the N.B products through the ucnids program mentioned in 
the above thread.  That started a little over half an hour ago and I can 
already see improvement in your mosaic animations.  You shouldn't see that 
strobing effect anymore moving forward, let us know if you see this behavior 
continue past this afternoon.
