[AWIPS #FQD-420653]: Awips WFO change localization

I assume you are using the Linux distribution, correct?
I was able to reproduce the same error you are seeing.  I'm looking into the 
issue
but at this time, I don't have a solution lined up.  It could take a while for 
us
to get this working.
