[THREDDS #DZV-442429]: NetCDF-Java ToolsUI webstart

It looks like you're using an HTTP URL. Try the HTTPS version instead:

https://www.unidata.ucar.edu/software/thredds/current/netcdf-java/webstart/netCDFtools.jnlp
