[THREDDS #EXZ-733479]: thredd 4.3

I suspect you need to set the content root path. Here [1] is a page that 
describes working with TDS v4.6. Otherwise, this tutorial [2] may be helpful.

If you still have trouble, I'll need to see the TDS logs that were generated 
when you attempted to startup. Those are located in 
<tds.content.root.path>/thredds/logs
