[THREDDS #EFP-931908]: WCS 1.0.0 implementation in TDS 4.1.3 fails 80% of tests in OGC test engine



Hi Rich,

Thanks for the pointer. We're trying to stick to a tight schedule for TDS 4.2 
so I have added working on compliance with the OGC tests to our list for the 
TDS 4.3 release.

I haven't looked over the full report in great detail but a number of tests 
appear to have failed due to errors during validation against the XML schemas. 
On the other hand, some tests passed even though they had validation errors. 
Definitely requires a bit more digging.
