[THREDDS #RDT-808100]: Color Palette

Hi Tim,

I was having trouble reproducing the problem because I was running our current 
TDS 4.1 code which will show missing data values as transparent backgrounds 
just fine.

I don't yet understand why the TDS 4.0 code isn't working. I'm going to dig 
into that some more but it may be awhile before we have a fix released.

If you can, I would encourage you to upgrade to TDS 4.1. While it is officially 
an alpha release, we are running it on our main server and (unless we run into 
unforeseen problems) plan to advance it to beta and then full stable release in 
fairly short order.
