[python #LAC-825735]: Metpy Heat index calculation error : 'numpy.ndarray' object has no attribute 'to'

Hello again! Thanks for that. It looks like you've found a slight NumPy version 
issue for MetPy. You can solve this most quickly by updating NumPy within your 
environment to at least 1.17 with `conda update numpy`. If for some reason you 
need NumPy<1.17, you can also set the following environment variable

  NUMPY_EXPERIMENTAL_ARRAY_FUNCTION=1

to get this working on NumPy 1.16. If you have any issue with this, don't
