[python #DRL-427131]: Siphon API

We here at Unidata develop and maintain Siphon 
(https://github.com/Unidata/siphon) with funding support from the National 
Science Foundation (NSF) Division of Atmospheric and Geospace Sciences. Siphon 
is licensed under the BSD 3-Clause License available at
