[LDM #QSM-175811]: Error on GOES-16 parsing



Gerry,

pqact looks fine, I think. (There's an extra tab at the start of the 
strip_header line, but I doubt that's relevant.)

As LDM user, what does this show:

python --version

I'm wondering if this is a Python 2 vs. 3 issue, because (apparently) 
strip_header.py only works on Python 3.
