[netCDF #BHW-384465]: configuration error on NERSC perlmutter

From the `config.log` file you attached, I find the following:

This suggests that there is a mismatch of some sort between the gcc you are 
using to compile vs the gcc runtime library (libgcc_s.so.1) found on the system 
LD_LIBRARY_PATH.  Unfortunately I do not know enough about your environment to 
provide specific steps to resolve this issue, but hopefully it is a good 
starting place.  There is likely a way to activate a particular development 
environment, and will likely need to be consistent with the development 
environment used to compile hdf5 and netcdf.  If you're uncertain how to find 
the details for this specific machine, you might send an email to the 
appropriate support personnel.

I'm sorry I can't provide more immediately actionable help, but hopefully this 
will get you started in the right direction!
