[netCDF #MYF-139765]: netcdf-4.5.0

You can find the source code/tarball for this release here:

* https://github.com/Unidata/netcdf-c/releases/v4.5.0

It is a pretty old release at this point, I would suggest using the latest 
release, v4.8.1, if at all possible.
