[netCDF #MHL-409307]: Build Netcdf with the PGI 19.10 compiler

Assuming you have downloaded and uncompressed the source code, you should be 
able to invoke the standard configure script as follows:

    $ CC=pgicc ./configure [system specific options]
    $ make

These instructions should work for you; the only difference will be using pgicc 
instead of gcc, and this is controlled by setting the 'CC' environmental 
variable.
