[netCDF #YET-188090]: Ask about necdf-c-4.6.2 install

Hello,

The issue appears to be environmental; the error isn't being reported from 
netCDF, but from the underling MPI system.  Is it possible to test compiling 
without MPI, and see if there are any errors? If so, that will help us narrow 
this down.  If not, what errors are reported?
