[netCDF #XWL-249277]: netcdf-fortran-4.4.5 installation issue

Hello,

You can solve this by installing a newer version of netCDF-C; the latest 
release is 4.7.4.  This issue is caused by a bug between 4.7.0 and 4.4.5; 4.4.5 
makes an assumption about the filter functionality.  My apologies!
