[netCDF #UWI-470629]: netcdf-c-4.6.2 make check fail

Someone else reported this problem, was it you?
In any case, when testing the filters, the test code uses
its own implementation of bzip2, so any other installation
of bzip2 should not be referenced and should not be spcified
as part of LDFLAGS or CFLAGS.
In any case, so far I have not been able to figure out
why this is failing.
Purely as an experiment, you might try this:
1. temporarily uninstall your existing bzip2.
2. rebuild and retest netcdf-c
3. re-install your bzip2.
