[netCDF #CHS-763364]: Problems for compiling netcdf-4.6.0 intel: make check -> FAIL: tst_filterparser

I have discovered that -- apparently -- everything
works fine for the intel compiler when using the current
netcdf-c master branch on github. So whatever the problem
was, either we are not testing for it or it was fixed
as a side effect of some other change.
