The first thing to test is that you have the right user+pwd. I think you can test this independent of netcdf by sticking your url into a browser, but with the added extension .html, so getting something like this: https://rda.ucar.edu/thredds/dodsC/aggregations/g/ds083.2/1/TP.grb2.html This should ask for user+password. If they are correct, then you should see a form for accessing the dataset. Now, when nccopy accesses a dap url (as in the example), it uses the same mechanism as described in that RDA document using .dodsrc and .netrc. Note also that it is very important to have the .rda_cookies file. So, if .dodsrc and .netrc the cookies file are all set up, then the nccopy command should work.
