Hi Tudor, That link you're clicking on points to a file being hosted on your THREDDS server called ToolsUI.jnlp. That file, in turn, is trying to load a remote file that no longer exists (netcdfUI.jar). ToolsUI.jnlp is the problem here, and I've submitted a fix for it [1] that will be included in v4.6.9. Thanks for the bug report! In the meantime, if you replace your file at <Tomcat-install-dir>/webapps/thredds/WEB-INF/views/ToolsUI.jnlp with the one that I've attached to this message, the problem should be fixed.
