Because the data stored within a netCDF file can vary wildly, I'm afraid I cannot suggest a generic method for converting it into a TIFF file. You can convert a netCDF binary file into a human-readable format using the supplied 'ncdump' utility as follows: $ ncdump [netcdf file] > output.cdl This should create a text file that can be easily viewed by a human.
