The file is in netCDF-4 classic model format, so there are many software packages that can read it, for example some of the free and commercial packages listed here: http://www.unidata.ucar.edu/netcdf/software.html If you want to see the metadata and data in text form, the ncdump utility is a command-line program that is available with the netCDF library, and is available from many platform repositories.
