[netCDF #VOA-853085]: NetCDF data access and manipulation

I'm afraid I can't provide very much information regarding the version of 
netcdf provided at that link.  It is very old and currently unsupported.  You 
may have better luck with the current version of NetCDF for Windows.  It may be 
downloaded from the following URL:  

http://www.unidata.ucar.edu/software/netcdf/docs/winbin.html

There are several versions available there; the one you want will depend on 
your system and the options you want.  Most likely, you will want one of the 
netCDF 3 distributions.  Once downloaded, you will need to put the netcdf 
libraries into your system path; C;\Windows\System32 should be fine.
