[netCDF #DXS-586143]: netCDF UserGuide

The file Doxyfile.guide.in was accidentally excluded from the current release, 
4.3.2.  This file (and a different missing file, Doxyfile.tutorial.in may be 
downloaded individually from the netcdf-c github repository, found at: 
http://github.com/Unidata/netcdf-c.  

You may also download the html documentation for this release from our release 
page:  http://github.com/Unidata/netcdf-c/releases.  The link to the file is at 
the bottom of the page for the current release.
