[netCDF #TFV-722158]: netcdf-fortran-4.2 Installation Error Message.

Your CPPFLAGS  and LDFLAGS should both specify the same version of an
installed netCDF C library, as described here:

   http://www.unidata.ucar.edu/netcdf/docs/netcdf-fortran-install.html

So, for example, if you installed the netCDF C library version 4.1.2
using --prefix=/app/netcdf-4.1.2 when you built it, then the netCDF
Fortran library should be built with "-I/app/netcdf-4.1.2/include" in 
CPPFLAGS and "-L/app/netcdf-4.1.2/lib" in LDFLAGS.  But you have
"-I/app/netcdf-3.6.3/include/" in CPPFLAGS and no setting for LDFLAGS
as far as I can see.

You can't put information about where libraries are installed in CPPFLAGS,
it must be in LDFLAGS.  Also, the version of the C library header file, 
netcdf.h,
in netCDF version 3.6.3 is old and unsuitable for netcdf-fortran-4.2.  It's
surprising that the configure script completed with no errors in this case,
but the build with "make all" won't work, because the netCDF C library needs
the correct netcdf.h file installed for that library.

Also, the netcdf-fortran-4.2 version hasn't been tested with the older netCDF
version 4.1.2 library, which actually had a Fortran library included with the
C library, as described in the installation instructions for 4.1.2:

If you want to use the latest netCDF Fortran release (4.2), you should be using 
a
version of the netCDF C library version 4.2.0 or later, preferably version 
4.3.0 or 4.3.1.
