[netCDF #EAV-717873]: netcdf-4.1.3 -- 2 of 7 tests failed.

The failures you are seeing:

are all failures of remote tests. These may be caused by transient network 
problems or firewall issues. 

If you rerun the configure script with the option 

  --disable-dap-remote-tests

then the remote tests will not be run, and the rest of the tests should
complete.

There are significant improvements to the netCDF DAP remote client access
in more recent versions, so if you really need acess to data on remote
servers, I would recommend getting the current version of the netCDF C
library, version 4.3.0 or later:
