[netCDF #ACB-881122]: Building NetCDF-4.2 Fortran libraries on Windows with MinGW

Yes, the GitHub master is our current release candidate, 4.4.0rc1, as listed in 
the 
releases:

  https://github.com/Unidata/netcdf-fortran/releases

We just recently moved this to GitHub, and haven't made a real release since the
move.
