[netCDF #FOO-864636]: configure:4028: error: cannot run C compiled programs.

Unfortunately, we no longer have access to an AIX platform on which to test
netCDF, so we can't duplicate the problem here.

All I can suggest is downloading a precompiled netCDF C library for AIX, such
as the ones here:
