[netCDF #CBA-908124]: NetCDF Fortran

When you ran ./configure for the Fortran libraries, you must provide the 
necessary CPPFLAGS and LDFLAGS (and possibly LD_LIBRARY_PATH) environment 
variables telling where the netCDF C library was installed, as described
here:

From the output below, it appears that information wasn't provided to
the netCDF Fortran configure script ...
