[netCDF #HXB-320851]: Licensing framework for netCDF library

Yes, the netCDF software uses the copyright you have cited.  That
copyright is not really a "UCAR copyright", because UCAR licenses
various software packages under different licenses.  It is instead an
"MIT-style" open-source license specific to Unidata netCDF software
that encourages liberal use of netCDF, including commercial use.
