[netCDF #BQB-459754]: netcdf installation failed

Thanks for letting us know.  That's the solution I was about to recommend.
Alternatively, you could also get a system administrator to put needed 
libraries in the default library path using ldconfig(8) (for Linux systems, 
to modify /etc/ld.so.conf) or equivalent for other platforms.

No, that's a problem we need to fix, that has to do with installing the new
form of documentation locally.  None of the software depends on it, and you
can use the documenation on the web instead.
