I don't think PGI ever supplied such instructions, but I just noticed we have some settings that worked for 4.1.3 on this page: http://www.unidata.ucar.edu/netcdf/builds/4_1_3/ Just look for the string "pg" in a green rectangle, and that will show the settings and link to the outpuit of successful buids with PGI compilers on various platforms.
