[netCDF #FGC-866162]: Install documentation

Thanks for reporting this problem!  I've created a top-level INSTALL 
file from the man4/install.doc, which will be available in tomorrow's 
snapshot release.

OK, I think I've synced the libcurl version numbers to 7.18.0.

Wow, that's a pretty impressive table!  With only three mandatory and 
one optional third-party library, I've just included the version numbers
in the text, when the packages are first mentioned.
