[netCDF #VCD-725374]: Trouble inheriting variable ID into group

but there still seems to be a problem with the file, because ncdump doesn't 
terminate,
but instead just keeps looping after printing the line "data:".  This is eithr 
a bug in ncdump
or a remaining problem with the file with groups and inherited dimensions.  
I've verified
that ncdump loops on a similar file created through the C API, and will use 
that to try to
isolate and fix the problem.
