[netCDF #UVA-971071]: NetCDF-4 tarball needs updating? [uncl]

Yes, in fact the current netCDF-4.1.2 daily snapshot contains the
2.1.21 udunits release, which was just integrated into the package.
The integration required some minor autotools configure changes,
changing 11 files.  Thanks for letting us know about the old udunits
version.  We could easily have missed this without a reminder from an
alert user.
