[netCDFPerl #LWG-867648]: make test error

I suspect that the netCDF library or the perl(1) utility was built in a way 
that is incompatible with the build of the netCDF-Perl module.  What compiler 
and compilation options were used to build the netCDF library?  What compiler, 
compilation options, and linking options were used to build the perl(1) utility 
(execute the command "perl -V")?
