It appears that the netCDF-Perl package built correctly but that
it can't be used because it can't find a referenced symbol at run-
time.

It could be that the environment used to build either the netCDF-Perl
module or the netCDF library is incompatible with the environment used 
to build the perl(1) utility.  In general, they all must be the same
environment.

What is the output of the command "perl -V"?  How does that environment
differ from the environment used to build the netCDF package and the
netCDF-Perl package?
