[netCDFJava #YGA-376707]: General question regarding UNIDATA support

Yes, I see the same problem with my software, namely missing BUFR fields in 
IEDX61EUMP191344.buf:

 MISSING DATA DESCRIPTORS= 0-40-232, 0-40-230, 0-40-231, 0-40-234, 0-40-238, 
0-40-197,

for 

   Center= 254.0 (EUMETSAT Operation Centre) 
   Table= 0.19.1  

(full dump below)

what we need is EUMETSAT BUFR local table 1. Its possible that EUMETSAT really 
means "local table 1 for master table 19".

Or, perhaps it is  "EUMETSAT local table 1 for IASI level 2 data".

For some reason, GRIB and BUFR providers are quite lax in making their tables 
available, and in versioning and encoding them correctly. 
the only doc i could find is "PDF_IASI_LEVEL_2_PROD_GUIDE.pdf" which does seem 
to contain those entries, though in pdf, so they will have to be transcribed.

(just google "PDF_IASI_LEVEL_2_PROD_GUIDE.pdf" and you should find it)

Perhaps you can look through the various tables that come with BUFRDC (and make 
sure you have the latest verssion) and see if the info in the pdf and those 
field ids (0-40-232 etc) are in some table somewhere.

Unfortunately, I dont know how to tell BUFRDC programs how to use local tables, 
but im guessing theres a simple way to add to the command line? Its possible 
you will be able to cut and paste from the pdf into the form that your program 
uses.

Let me know if you can, id like to add these entries to my software if i can 
figure them out!
