[McIDAS #RHY-280468]: Missing real-time base reflectivity data on ADDE server

I only included the notice as a _possible_ reason that the N0R
product over CONUS is not being sent in NOAAPort.  Quite frankly,
I don't think that this should be relevant, but I had to include
the info just in case it was/is.

We create the National NEXRAD Level III composites by compositing
products from individual radars.  This composite is only available
via the Unidata IDD, and then on machines that make those products
available like the ADDE servers that we run on:

lead.unidata.ucar.edu
atm.ucar.edu
adde.ssec.wisc.edu
