[McIDAS #AMQ-933996]: McIDAS-X support for RHEL 8

After a _long_ delay, yes, it has finally been officially released.

I can't speak for SSEC, but the Unidata policy (my policy wrt Unidata
McIDAS-X) has always been to make sure that the package works on the
latest, fully-supported release of RedHat/CentOS.  Exactly when this
will happen is, of course, TBD.
