[McIDAS #UEB-667608]: Poor Signal Quality on GOES-East ADDE

Well, the dish pointing should not be the issue as this hasn't changed
recently.  I would suspect something like a wasp nest in the feed horn,
but the ingest routines are not logging any errors (!).  We are trying
everything we can figure to return GOES-East ingest back into service,
but nothing we have tried so far has worked.
