[McIDAS #HFW-219253]: McIDAS: McGUI Data Plot Time Problem

Hi Mike,

This is a quick note to let you know that I found the coding bug that was
preventing the scrollbar from being included in MCGUI lists longer than
10 items.

I put a new copy of 'upcguiprocs.tcl' in the ~mcidas/tmp directory on
cyclone.natnet.du.edu and used it to update cyclone's McIDAS installation.
You can use the new copy of 'upcguiprocs.tcl' to update your other McIDAS
installation(s) and get rid of the problems you are/were seeing.
