Yes.  wnvblk_ is a routine contained in Bk11Data.c.  The fact that ld
is complaining about an undefined reference to wnvblk_ seems to say
that Bk11Data.o was not added to libsdi.a.  Try adding it by hand,
running ranlib, and then retry the make:

cd mcidas2003/src
ar r libsdi.a Bk11Data.o
ranlib libsdi.a

make all VENDOR=-g77
