It is quite the standard. Yikes! I can't believe that I never noticed this!! You are right, and the problem goes deeper than the Fkey menu (although it can be fixed there). For some reason RAOBCON (which runs PTCON) is not setting the default contour interval for upper air geopotential correctly.
