Robert,

I chatted with Don about RAOBRPT not reporting all upper air groups
for some stations.  Don's comment was that this is probably due to
the number of slots that can be filled in the file where these data
are stored.  Currently, there are 7 slots which will allow for
TTAA, TTBB, TTCC, TTDD, PPAA, PPBB, and PPDD.  The problem is that
the decoder does not take into account whether or not one of these
groups has already been received, so all of the slots could be filled
by a subset of the groups.

In the listing for 71957 that you sent previously:

You can see that there are two TTCC groups in the listing.  This is an
example _almost_ illustrating my comment above.  I say almost because
there are not 7 groups listed, only 6.  Why the PPDD group did not
make it into the RAP file is still a mystery.

Don's comment was that it would be best of us to push on SSEC to
get them to support decoding of observations above 100 mb.  This
way, they would have to worry about how well the decoder is doing
its job, not us.
