19990316: turning GRIB files into McIDAS GRID files

Thanks again for your help with using xcd_run to ingest and
decode the GRIB eta grids I got from COMET, things worked
fine. Each grid took about 20 minutes to decode on our
IBM RS6000 machine:

Anyway, glad I know how its done, this is _very_ useful.
