[LDM #GUQ-669331]: Both Radar and Satellite feeds stopped downloading abruptly

As you can see from the real-time stats latency plot for any of
the feeds being received by rime, implementing htpdate mostly
eliminated rime's clock offset, but a closer look at the plot
shows that the clock is still drifting albeit very slowly:

Since we do not use htpdate (we use nptd), I am wondering how it is being
run on rime.  This is mostly out of curiosity...
