[LDM #GUQ-669331]: Both Radar and Satellite feeds stopped downloading abruptly

Look at this latency plot of NEXRAD3 reception by Texas A&M:

They get more than you do (25 GB/hr vs. 17 GB/hr) with far less latency.

I'm telling you, there's something wrong with your network. You need to get 
your network administrators involved.
